Northumberland Accommodation Planning 2025

2025 Accommodation Planning Review

As we welcome a growing number of students and families in the Kawartha Pine Ridge District School Board, administration has been reviewing each region across the district to develop an appropriate and responsive student accommodation plan. This Background Study includes student enrolment, school space available, and existing attendance boundaries for all schools in Northumberland County and the City of Quinte West - Murray Ward and identifies possible changes that could be needed to balance enrolment.

Accommodation Summary   

  • At this time, there are no recommended adjustments for English stream students at Cobourg Collegiate Institute Family of Schools, East Northumberland Secondary School Family of Schools or Port Hope High School Family of Schools.    
  • School board administration is recommending adjustments within the Campbellford District High School Family of Schools, specifically boundary adjustments and/or changes to grade cohorts at Kent Public School and Hillcrest Public School in Campbellford. 
  • Administration is making minor boundary adjustments for Hastings Public School, and boundary adjustments for French Immersion at Colborne PS and Northumberland Hills PS.  

June 24, 2025 Update - Kent PS and Hillcrest PS

At the June 19 Board Meeting, school board administration provided an update on the process and a summary of the feedback received.

The majority of participants preferred Concept A as this would allow Kent PS students to remain with their cohorts/peers and friends. This option was viewed as the least disruptive overall, although concerns were expressed about the additional transition, increased reliance on busing for intermediate students, and the cost/impact of moving specialized programs. Some participants preferred Concept B, because it reduced the number of transitions for students who would not be affected by the boundary change. Participants also indicated that they would prefer this option if it only affected new registrations.

Community Engagement Feedback

While the original timeline for this process planned for a decision by end of this school year, administration is continuing to review the feedback that was received, and will be exploring areas that require further consideration, such as: the location of specialized programs (Learning and Life Skills and the Primary Communication Classes), and the rate of housing development activity in the area.

The possible changes being considered were identified for September 2026 implementation. A further update, including recommendations, will be brought to the Board in the fall of 2025. Another communication will be shared with families at the time.

Campbellford DHS Recommended Adjustments 

The two concepts being proposed and considered for Kent Public School and Hillcrest Public School in Campbellford are:  

Concept A (effective September 2026)  

  • Kent PS becomes Junior Kindergarten (JK) to Grade 6  
  • Kent PS Grades 7 and 8 attend Hillcrest PS (Students in Grade 8 as of September 2026 would remain at Kent PS)   

 Concept B (effective September 2026)  

  • Boundary adjustment between Kent PS and Hillcrest PS, K – 6 (Individual students affected in Grade 7 and 8 as of September 2026 would not be moved).   

Enrolment Projections 

Please note enrolment projections are based on 2023-2024 data. Updated projections with data as of October 31, 2024 will be provided soon.

Boundary Map 

The boundary adjustment between Hillcrest PS and Kent PS being proposed includes a general area bounded by Trent River Road to the north, Allan Mills Road/Rylstone Road to the east, Trent River and between the 11th and 10th Lines to the south, County Road 30 to the west, with the students in this area being relocated from Kent PS to Hillcrest PS.

Colborne PS and Northumberland Hills French Immersion Boundary Adjustment 

Colborne PS and the Northumberland Hills PS attendance areas feed into two different schools for French Immersion/Extended French programming and for secondary school. A review of these areas has revealed that students in these two attendance areas are typically attending Brighton PS for French Immersion/Extended French programing. Further, students in these areas are also typically attending East Northumberland SS for secondary school. Therefore, administration recommends that the entirety of both these attendance areas attend Brighton PS for French Immersion, or East Northumberland SS for high school. 

Existing students and families would have the option to continue to attend Cobourg CI or C.R. Gummow PS or attend East Northumberland SS or Brighton PS (if applicable). Commencing in September 2025, any new registrations in this area would attend East Northumberland SS or Brighton PS (SK to Grade 1) for French Immersion.  

Hastings PS Boundary Adjustment 

Two boundary adjustments are being made between Norwood District PS and Hastings PS which would capture two small areas to the west and east of the existing Hastings PS attendance area (see map), effective September 2025.  

Students in the eastern area have attended Norwood area schools, but they are within the walk distance of Hastings PS and are able to safely access the school via sidewalks. Students in the western boundary would require transportation to Hastings PS. 

Existing students and families would have the option to continue to attend the Norwood area school (if applicable) or attend Hastings PS/Campbellford District HS. Commencing in September 2025, any new registrations in this area would attend Hastings PS/Campbellford District HS.
