Land Acquisition and Build Approval Definitions
Definitions: Land Acquisition Process
Before we can build a school, we need land that’s safe, suitable, and approved.
These steps do not always happen in a set order. Some steps occur simultaneously, while others may be dependent on each other or need to wait for third-party approvals.
| Step | What It Means |
| A. Site Selected | The school board identifies the preferred site. |
| B. Plan Registered/Conveyable Lot Created | Through the Land Registry Office, this process officially creates new, legally recognized parcels of land which the Board would be able to purchase. |
| C. Zoning | The land must be appropriately zoned for school use (municipal process). |
| D. Signed Purchase and Sale Agreement | The board and landowner agree on a sale, pending conditions. |
| E. Land Acquisition Due Diligence | May include, but not limited to environmental assessments, soil testing, and servicing evaluations are completed. |
| F. Land Funding Request Submitted to Ministry of Education | The board applies for funding from the Ministry of Education to buy the land. |
| G. Land Funding Granted by Ministry of Education | The Ministry approves funding to complete the purchase. |
| H. Purchase and Sale Agreement (PSA) Signed | All sale conditions are fulfilled, and the land becomes board property. |
Definitions: Build Approval Process
While the land is being secured, the detailed design and construction planning process can begin, while other steps need to wait until the Land Acquisition Process is completed.
These steps generally happen in order and require Ministry approval at key milestones.
| Step | What It Means |
| 1. Design Team Procurement | Architects and engineers are selected through an approved process. |
| 2. Preliminary Design | Early concepts for the school layout or footprint are created. |
| 3. Design Consultation | The team consults with school staff, students, and community members. |
| 4. Municipal Site Plan Approval | A technical review process where local government ensures that the plan complies with local regulations and integrates well with its surroundings. |
| 5. Preliminary Cost Evaluation | Early construction cost estimates are developed. |
| 6. Ministry Approval to Proceed | The Ministry reviews and approves the design and cost plan. |
| 7. Building Permit Issued | Formal authorization from municipal government that allows construction to happen. |
| 8. Tender for Contractor | The board posts a public tender to select a construction company. |
| 9. Contractor Selected | A builder is chosen and construction timelines are finalized. |
| 10. Proceed with Construction | Work is approved to start on site! |
