Peterborough City and County Accommodation Planning
Background
As we welcome more students and families, we are seeing that the growth within schools has been uneven. This has led to significant overcrowding in some schools and extra space in others.
As we consider the best ways to balance student enrolment in Peterborough City and County schools, we are inviting feedback from families, students and staff.
To support high quality learning experiences and opportunities for all students, we need to move students from overcrowded schools into schools that have space. This can be accomplished with changes to:
- school attendance boundaries,
- family of school groupings,
- grades/cohorts, and/or
- programs.
School board administration has created this Background Study with student enrolment, school space available, and existing attendance boundaries for all schools in Peterborough City and County.

As we consider the best ways to balance student enrolment in Peterborough City and County schools, we will continue to welcome feedback from families, students and staff.
Thank you to all those who participated in the ThoughtExchange survey that was available online until May 31 and/or attended the community engagement meeting on April 17, at Kenner Collegiate Vocational Institute from 5:30 to 8:30pm.
We are in the process of reviewing the feedback, thoughts and suggestions received in response to the initial accommodation concepts. Refined concepts will be brought to the Board's Resource Committee in the fall of 2024 and families will have another opportunity to provide feedback at this time.
Proposed Accommodation Concepts
A number of possible strategies have been identified below to manage student growth and balance the numbers of students at local schools. The proposed strategies are presented as Concepts A, B, C or D. In all four concepts, the following change is proposed: One boundary adjustment for Kaawaate East City PS that is being proposed includes an area bounded by the railway line to the north, Television Road/Keene Road to the east, Technology Drive to the south and the Otonabee River/Little Lake/railway line to the west. The proposed boundary adjustment would mean that some students currently living in the Kaawaate East City PS boundary would now be in the Otonabee Valley PS boundary. Students affected by this change would attend Kenner CVI for secondary school. French Immersion students affected by the boundary adjustment would attend Prince of Wales PS. A second boundary adjustment for Kaawaate East City PS that is being proposed includes an area generally bounded by Peterborough County Road 33/Cedar Cross Road to the north, Douro First Line to the east, Division Road to the south, and Douro Eighth Line and County Road 32 to the west. The proposed boundary adjustment would mean that some students currently living in Kaawaate East City PS boundary would now be in the Warsaw PS boundary. Frequently Asked Questions
Q. Why are these changes being proposed? |
A. To support high quality programming for all schools, school boards need to balance enrolment between schools. Some schools have too many students compared to the size of the school building, while other schools have unused space. When a school has too many or too few students, school staffing and program offerings can be challenging. |
Q. What type of adjustments are being considered to balance enrolment? |
A. This planning process looks at four types of changes to move students from crowded schools into schools that have extra space: 1) Boundary changes – school boundaries determine which school students will attend, depending on their address. When boundaries are adjusted, some students will be directed to a different school. 2) Family of School grouping changes – Family of school groupings determine which secondary school students will attend, based on their elementary school. When school groupings change, elementary schools may feed into different secondary schools. 3) Grade or Cohort changes – To address overcrowding in one school and extra space in another, one grade or several grades may be identified to attend a different school. For example, a crowded Kindergarten to Grade 8 school could become Kindergarten to Grade 6 instead. 4) Program changes – programs such as French Immersion, accommodate students from multiple schools. To balance student numbers, and meet student needs, the regional locations for French Immersion can be reviewed. |
Q. What changes are being proposed? |
A. The proposed strategies are presented as Concepts A, B, C and D. Several different scenarios are being considered, with the ultimate goal of balancing enrolment and providing high quality learning conditions and opportunities for ALL students. Each concept contains several strategies that work together to balance enrolment in a number of school locations. Q. How can I share my thoughts on these initial concepts? |
A. We appreciate that these proposed concepts include changes that could impact many families. You can share your thoughts in person at a public meeting or virtually through the survey on this web page. A community engagement meeting will be held on Wednesday, April 17, 2024, at Kenner Collegiate Vocational Institute from 5:30 to 8:30pm. This meeting will be organized in an open house format and families may drop into the meeting at a time that is convenient to them to review possible accommodation concepts and provide feedback. Students and families can also share their thoughts on the planning concepts through this online survey. Through the survey, you can provide feedback on specific concepts, ask questions, and share your own suggestions. The survey will be available until May 31. You can come back to the survey as many times as you like to add to or change your feedback. |
Q. When will decisions be made? |
A. This is the first step in the process. A final decision won’t be made until winter 2024. After the feedback survey is closed, consolidated feedback and a summary of the initial community engagement process will be collected and reviewed by administration. The accommodation concepts will then be refined, informed by community feedback, and brought to the Board’s Resource Committee in the fall of 2024. In the fall of 2024, families will have another opportunity to provide feedback. After this second feedback opportunity, a final staff report will be brought to the Resource Committee for review and then presented to the Board of Trustees for final approval by the end of December 2024. |
Q. When will the changes take effect? |
A. The approved accommodation strategies will begin to be implemented in September 2025. Once final decisions are made, transition plans will be developed to identify how changes will be phased in. |
Q. Besides balancing enrolment, what else is important in this process? |
A. We are inviting feedback from families and school communities. We recognize that change can be difficult, but the current situation is not sustainable. We have to make changes in order to balance enrolment in City and County schools. In addition to proposing strategies that balance enrolment among schools, our priority is to provide high quality learning conditions and opportunities for ALL students. Other guiding principles include creating long-term sustainable plans, maintaining walkable routes to schools, and maintaining or streamlining transportation routes. |
Q. Can’t we just add more portables where they are needed? |
A. Some school sites can’t accommodate additional portables, and there are sometimes significant infrastructure costs in setting up new portables (hydro, water, etc.). There is also limited availability for portables at this time. |
Q. Can’t we just put additions on schools that are too full? |
A. The province will not provide funding for new schools or additions unless existing school spaces nearby are fully used. School boards must use strategies to try and balance enrolment in local schools, before they will be approved for funding for additions or new schools. |
Q. If students are attending intermediate or secondary school in September 2024 and there are Family of School changes proposed for their former elementary school, will students have to move to a new school? |
A. The planning Concepts propose various Family of School changes at the secondary and intermediate level. These would be phased-in, beginning September 2025. These concepts do not propose moving existing intermediate and secondary students at this time, as a result of Family of School changes. New school registrations would attend the designated school as of September 2025. |
Q. When will elementary boundary adjustments be implemented? |
A. The approved accommodation strategies will begin to be implemented in September 2025. These are initial concepts, and we are inviting feedback as we explore implementation of the strategies. Once final decisions are made, transition plans will be developed to identify how changes will be phased in. |
Q: Once final decisions are made, can affected families request to continue attending their current schools? |
A. Once final decisions are made, students will move to their new schools, as identified through the transition planning process timelines. Requests for students to attend a different school would be handled as a student transfer request, in accordance with BA-7.1.2 Student Transfers and would be reviewed on a case-by-case and space-available basis. |
